Weighting containers before a departure from the port… ???
Today morning I have read with astonishment on the well-known local web site that ALL terminals in Poland are to introduce weighting containers before they departure from the port…
I quote: “A document was signed by the representatives of: the Road Traffic Inspectorate in Gdańsk, the Polish International Freight Forwarders Association in Gdańsk, the Pomeranian Road Carriers Association in Gdynia, the DCT Gdańsk, GTK Gdańsk, BCT Gdynia, GCT Gdynia, BTDG Gdynia and DB Port Szczecin.”
I have thought – great! Finally, it ends up making a conscious thread on the route by carriers who load, e.g. 2 x 20′ for one frame, overloaded 40’s will go by rail or they will be distributed for the tarpaulins…
After reading this article I found that 21st century enters into the freight forwarding and transport activity. I hoped that in the end “those matters” will be normalised some way with provisions and we will become a rightful participant of the transport market in the EU. I imagined that as customers would order lighter cargos (underusing a container volume), that a port would have more “work” with handling those who will not fulfil weight limits, etc.
Unfortunately, a content of comments which I have read under an article quickly changed my contentment to embarrassment… as IN POLAND THERE IS NO such a provision, which our smart entrepreneurs were not able to circumvent…
So, a dream about not transporting 2 x 20′ became a pipe-dream because it is enough to take separately 2 containers and somewhere on the outside depot form one set from it, and heavy 40’s will “officially” go only within 150 km and so on…
I will leave only disgust from provisions which cannot be used in practice, since the Road Traffic Inspectorate instead of weighting sets prefers to hunt for ordinary users with radars…
It could have been so wonderful
Only one thing makes me wonder… how a carrier who will be caught on a serious exceeding of permissible weight and will be fined with a penalty payment of 30,000 PLN is able to bounce back… Perhaps, if the provisions were mandatory for all and were impossible to circumvent them easily, so it would be better? Simpler? Cheaper??
Assuredly, while I am alive I will not see how thing go on with that.
